Roster Change

Peter Weiss, the chief author of Circular A-130, is leaving the Office of Management and Budget for a job in strategic planning and policy at the National Oceanic and Atmospheric Administration and the National Weather Service. He will join NOAA March 13.

Weiss leaves OMB as a senior policy analyst in the Office of Information and Regulatory affairs. In his new job, Weiss said he would work on international and domestic information and data policy matters.

Deidre Lee last week was named the Defense Department's new director of procurement. Lee will replace Eleanor Spector, who retired in February. Lee will manage DOD procurement policies; direct the Defense Acquisition Regulations Council; and develop policy for contract pricing and financing, administration, international contracting and training of DOD contracting personnel.

Lee also will serve as the principal adviser to Jacques Gansler, undersecretary of Defense for acquisition, technology and logistics, and be an adviser to the Defense Acquisition Board on procurement matters.

Alan Balutis, deputy chief information officer at the Commerce Department; George Molaski, CIO at the Transportation Department; and John Dyer, CIO at the Social Security Administration, were named co-chairmen of the CIO Council's Electronic Government Committee.

Paul Moersdorf, an award-winning oceanographer, last month was named the new director of the National Data Buoy Center at Stennis Space Center, Miss. The center is part of the National Oceanic and Atmospheric Administration.

Moersdorf will lead efforts to improve the center's ability to obtain meteorological and oceanographic measurements that help NOAA's National Weather Service prepare forecasts that impact the nation's marine community and industry.

Gary Newgaard, vice president of sales and marketing at Compaq Computer Corp.'s federal division, announced he would resign effective March 10. Newgaard, who has been with Compaq for 15 years, would not elaborate on his decision to leave, other than to say he would be "pursuing personal interests."

John Forbus recently joined PEC Solutions Inc. as vice president of planning. He is responsible for broadening the company's federal, state and local government client base. Most recently, Forbus was vice president and general manager of the Information Solutions Division of Delfin Systems.

Philip Camero recently was named director of advanced programs at PEC Solutions, where he leads the company's effort to develop and implement security technology. Camero most recently was deputy assistant administrator of information systems and technology for the Drug Enforcement Administration.
