President Clinton officially has nominated Edwin Levine as chief information officer of the Environmental Protection Agency and assistant administrator for the EPA's Office of Environmental Information.

Levine joined the EPA in April as the deputy assistant administrator for the office when the agency's first CIO, Al Pesachowitz, left for the private sector. Before joining the EPA, Levine served in information technology for several state governments.

Robert Feingold, chief information officer for Colorado's Department of Natural Resources, will become the state's CIO in January. Feingold is a 25-year veteran of the Air Force. He commanded the Space and Warning Systems Center and was director of software systems for Air Force Command at Peterson Air Force Base in Colorado Springs.

Bernard Meisner recently received the National Weather Association's member of the year award. Meisner is assistant chief of the Scientific Services Division at the National Weather Service's Southern Region headquarters in Fort Worth, Texas.

Meisner won for his "long-term, significant contributions to the organization, goals and objectives of the National Weather Association; and, his creative linking of NWA goals to those of the NWS modernization program."

Jim Barker was named Republican High-Tech Staffer of the year for the U.S. Senate by the Information Technology Industry Council. The trade association praised Barker's work on such IT issues as patent reform, computer export controls, foreign IT worker visas and research and development tax credits.

Barker is an aide to Sen. Robert Bennett (R-Utah), chairman of the Senate Republican High-Tech Task Force. Bennett, was one of ITI's legislators of the year.

Philip Smith was appointed vice president of NIC Government Relations, the company announced last week. In his new role, Smith will be responsible for cultivating and coordinating NIC's relationships with local, state and federal government agencies.

Smith has worked for the Iowa state government in several capacities, including director of the Iowa Office for State-Federal Relations and as human resources director for the Office for Planning and Programming.
