Roster change

Charlie Keegan, the director of the Federal Aviation Administration's Free Flight Office, will oversee the implementation of the agency's 10-year modernization plan, the FAA announced June 21.

Keegan will lead efforts outlined in the FAA's Operational Evolution Plan, a blueprint that brings together many information technology and other initiatives to accommodate increased demands on the National Airspace System.

Keegan has been director of the Free Flight Office since its creation in October 1998.

Anthony Tether, president and chief executive officer of the Sequoia Group, has been tapped to head the Defense Advanced Research Projects Agency.

Tether, who founded the Sequoia Group in 1996, will replace Frank Fernandez, who was appointed by the Clinton administration. Tether will be responsible for managing the agency's research and development of high-risk, revolutionary technologies.

The Sequoia Group provides program management and strategy development services to government and industry.

President Bush last week said he intends to nominate several people for his administration. They include:

* Michael Dominguez, to be assistant secretary of the Air Force for manpower and reserve affairs. He has served since January as the assistant director of the Space, Information Warfare, Command and Control Directorate in the Office of the Chief of Naval Operations. Dominguez also served as a research project director at the Center for Naval Analysis since 1999. He entered the Senior Executive Service at the Defense Department in 1991 and was the director for planning and analytical support in the Office of the Secretary's program analysis and evaluation organization. He joined the staff of the chief of naval operations in 1994, where he served as associate director for programming. Dominguez is an Army veteran and a graduate of the U.S. Military Academy.

* Nelson Gibbs to be assistant secretary of the Air Force for installations and environment. He has served at the Office of Management and Budget since 2000 as executive director of cost accounting standards and served at Northrop Grumman Corp. as corporate controller from 1991 to 1999. From 1962 to 1991, he was with Deloitte and Touche in a variety of positions, including senior partner in Tokyo and lead client service partner for multinational companies for the Southern California region.

* Claude Hutchinson Jr., to be assistant secretary of Veterans Affairs for management. He is presently the managing director of the strategic marketing group of LECG Inc. He previously was chairman and chief executive officer of Smith & Crowley, a specialty investment banking firm and was concurrently the director and principal of Breakthrough Solutions, a consulting and venture development firm. He is a former member of the U.S. Naval Reserve.

Al Edmonds, president of Federal Government-Information Solutions at Electronic Data Systems Corp. and a retired lieutenant general in the Air Force, recently was elected as Armed Forces Communications and Electronics Association's new chairman of the board. As chairman, Edmonds will head the AFCEA executive committee and the AFCEA International Council. He also will participate on the educational foundation's board of directors.

Edmonds succeeds Mary Jane McKeever, president of AT&T Government Markets, as chairman of the board. AFCEA International is a nonprofit association providing a forum for the professional communications, electronics, intelligence and information systems community.
