DFAS gets new boss

The Defense Finance and Accounting Service (DFAS) announced yesterday that the Defense Department's acting chief financial officer has appointed a new director to head the department's fiscal agency.

Zack Gaddy, already DFAS director of accounting services for the Air Force, will replace Thomas Bloom, who left DFAS late last year to become senior deputy comptroller and CFO at the Treasury Department's Office of the Comptroller of the Currency.

Pat Shine, former director of military and civilian pay services at DFAS, has led the organization since Dec. 5, 2003, as an interim director.

In his role as director of accounting services for the Air Force and selected unified commands and defense agencies, Gaddy was responsible for delivering DFAS services and adapting them to customer requirements, effective business practices and cost constraints.

Before joining DFAS in 1991, Gaddy was assistant for fiscal control for the Air Force's assistant secretary for financial management and comptroller. He directed departmental policy for funds distribution and analysis. He was also responsible for oversight, assessment and corrective actions for problems and deficiencies identified within the Air Force's fiscal operations.

Before that, he worked as a program manager with the Air Force Audit Agency.

Gaddy is a graduate of Old Dominion University in Virginia and has a master's degree from Boston University. He is a certified public accountant and a certified government financial manager.

He is scheduled to formally become DFAS director May 30.
