James Williams, Marguerite Moccia, Jim Duffey, Don Arnold, Brenton Greene

General Services Administration officials have chosen James Williams as deputy commissioner for the Federal Technology Service, one of GSA's three major divisions. Williams is the former deputy regional administrator for the agency's mid-Atlantic region.

The chief information officer at the Bureau of Alcohol, Tobacco, Firearms and Explosives, Marguerite Moccia, has been appointed the bureau's chief financial officer and assistant director for management.

EDS tapped Jim Duffey, a veteran company executive with extensive international experience, to lead its federal, state and local government sector.

Don Arnold joins NGRAIN Corp., a Canadian company specializing in 3-D visualization and simulation solutions, as head of its federal sector.

Brenton Greene, who has been managing the nation's emergency communications capabilities for the past three years, will step down from his deputy manager post for the National Communications System to return to the private sector.
