Bruce Klein, vice president of federal sales at Hewlett-Packard Co., jumps to Cisco Systems Inc. as the company's vice president of federal sales.

President Bush intends to nominate Valerie Lynn Baldwin to be an assistant secretary of the Army for financial management at the Defense Department. Baldwin currently works for the House Appropriations Committee's Military Construction Subcommittee.

Gen. Hugh Shelton, former chairman of the Joint Chiefs of Staff, has joined the board of directors at Robbins-Gioia LLC.
