Comings and goings

The Federal Computer Week team is pleased to announce the return of Bob Brewin to the editorial staff.

Brewin originally joined FCW in June 1987, the first year of the magazine's existence, heading up Defense Department coverage for 12 years. During his tenure, he traveled wherever the news was—Croatia and Bosnia in 1996, for example, and the Pacific Rim in 1997.

He also broke some of the biggest DOD information technology stories of the 1990s, including the genesis of the Navy Marine Corps Intranet and fierce battles about Army outsourcing.

For the past five years, he has been a reporter at Computerworld, covering wireless technology, health IT and assorted beats. In

his return as an editor at large at FCW, Brewin will again cover DOD, with Frank Tiboni, as well as wireless and health-related technology.

Douglas Bourgeois, chief information officer at the U.S. Patent and Trademark Office, is moving to the Interior Department's National Business Center as director. He'll replace the retiring Timothy Vigotsky, who plans to play golf on the senior circuit.

Mark Hagerty, a career federal IT executive, has been named the first deputy CIO at the Federal Retirement Thrift Investment Board, effective Aug 23. The board runs the Thrift Savings Plan, which handles $115 billion in federal retirement money. Previously, Hagerty was chief of the National Security Agency's Office of Mission Assurance.

Jeffrey Grode was named executive director of agricultural inspection policy and programs within the Field Operations Office at the Homeland Security Department's U.S. Customs and Border Protection. He will be the top agricultural inspection official at the organization.

Michael Boyland, former director of federal sales for Sprint's Government Systems Division in charge of Sprint's business line at the Department of Veterans Affairs, moves to Fleishman-Hillard Inc. as senior vice president for the business-to-government practice.

Gary Labovich, formerly a senior vice president of American Management Systems Inc., was named a vice president of Booz Allen Hamilton Inc.

Mike Raymond has been named vice president of Computer Sciences Corp.'s Federal Healthcare group.

Gerry Decker has joined McNeil Technologies Inc. as chief operating officer.

David Lucien has been appointed to ICF Consulting Group Inc.'s Board of Directors.
