Comings and goings

Rep. James Greenwood (R-Pa.) will leave Congress at the end of 2004 to become president of the Biotechnology Industry Organization, which represents biotech companies. The group has a $40 million annual budget to lobby on behalf of pharmaceutical companies and businesses involved in human genome research. To avoid the appearance of conflict, Greenwood has resigned as chairman of the House Energy and Commerce Committee's Oversight and Investigations Subcommittee.

DLT Solutions Inc., a government technology provider, has named Rick Marcotte president and chief executive officer.

The Business Software Alliance is expanding its policy team. Dexter Ingram joins the group as director of information security policy, and Wendy Rosen joins as director of public relations and policy.

Metier Ltd.'s CEO Doug Clark has been named to the Project Management Institute's Consensus Body, which develops standards and processes for project management.
