James Loy, the Homeland Security Department's first deputy secretary, has joined the Partnership for Public Service's board of directors. He is also a senior counselor at the Cohen Group, an independent think tank led by former Defense Department Secretary William Cohen.

President Bush has nominated Rep. Christopher Cox (R-Calif.), chairman of the House Homeland Security Committee, to succeed William Donaldson as the next chairman of the Securities and Exchange Commission.

Daniel Mehan, the Federal Aviation Administration's chief information officer, announced that he plans to retire from government in August and return to the private sector.
