8 awards planned for Army program
The service earmarks six for large companies and two for small businesses — with a catch.

The Army plans to award eight contracts, including two for small businesses, under the $4 billion Infrastructure Modernization program.
But if the Army cannot find two small businesses suitable for the program, the service can award those contracts to midsize or large companies. The service will select winners based on best value, according to an announcement posted Nov. 1 on the Federal Business Opportunity Web site.
The Army plans to release a final request for proposals for the program soon. It is a multiyear program that will update telecommunications lines, including the installation of fiber-optic cable at major Army bases in the United States. It replaces multiple contracts related to the service’s Digital Switched Systems Modernization Program.
The Army sent letters in April to vendors stating whether they were viable prime contractors for the program. The service did not publish a list of those companies.
