Letter: Kelman's 'secrets' aren't so secret

A reader says Steve Kelman's revelations about worker productivity are obvious to anyone who's spent time in federal agencies.

Regarding "Kelman: 3 secrets to productivity": What secrets? Anyone who has been around the federal government more than a few hours knows that "fewer political appointees, flatter management structures and empowered, enthusiastic employees" will increase productivity.  

As my kids used to say, "Well, duh, Dad!"
