Letter: Who really benefits from NSPS?

A reader says a good idea has become a nightmare.

Regarding “DOD implements pay changes in NSPS”: This is rather confusing. We were pitched this "work for pay" system and told how it would reward harder workers and how much more efficient and effective it would be. Now we are not rewarded as "promised" and may break the system up and only use it for a minority of the federal employees.

Isn’t it going to be more difficult and less cost-effective to manage two separate evaluation and pay systems? So exactly who is benefiting from this? That is the question that I want honestly answered.

A good idea has been converted into an absolute nightmare of confusion, deceit, greed and waste!
