Transition milestones

The transition timeline agencies should follow.

October:


  • Identify the career official responsible for filling in for the departing political appointee at each major office. The Office of Management and Budget might have the transition leaders meet to confer with one another and provide another opportunity to do so after the election.


November:


  • Test continuity-of-operations procedures.



  • Prepare a brief summary of the department’s basic organization, current mission, performance goals and key employees.



  • Identify and summarize the policy, internal management, legal and infrastructure issues that will require the new administration’s immediate attention.



  • Prepare to provide the tools and briefings that incoming employees will need, which might include identification badges, computers, handheld devices, and access to secure information and ethics briefings.



January


  • Ensure that all plans are in place for fiscal 2009 programs and initiatives.



  • Make sure all program, high-risk, and management improvement goals and plans are in place and available to the public.
