Goldstein is widely credited with building Deloitte’s federal government practice into a formidable force. Goldstein was instrumental in hiring former U.S. Rep. Tom Davis (R-Va.) as director of Deloitte’s Federal Government Services Group and former Office of Management and Budget Deputy Director Tim Young as the group's senior manager.

“He’s very good at getting people organized to achieve change and to do things better and in a more organized fashion,” said Charles Bowsher, former comptroller general of the Government Accountability Office. Bowsher hired Goldstein at GAO and later appointed him assistant comptroller general.

“Ira’s one of the top people I have ever dealt with in government,” Bowsher added. “He’s got a terrific background.”

In addition to his years at GAO and in the private sector, Goldstein also was associate commissioner for family assistance of the Social Security Administration and director of the Secretary’s Policy Statement staff at the Health, Education and Welfare Department, now the Health and Human Services Department.
