As the Marine Corps’ lone full-time community-of-interest manager, Gillis went well beyond his job description of encouraging communication among the community-of-interest's members and providing a focus for their professional development.

He also initiated projects such as an analysis of the community's workforce, a reorganization of its local representative structure and development of standardized information technology position descriptions. Those efforts, among others, have led to a better understanding of the Marine Corps' IT community and helped the Command, Control, Communications and Computers Department tackle staffing issues.

“Community managers who work the way he has [have] become significant force multipliers,” said Robert Carey, the Navy Department’s chief information officer.
