Salona led the contractor team that helped develop many of the Obama administration’s transparency initiatives, such as USAspending.gov, Recovery.gov and the IT Dashboard.

He worked long hours to meet tight deadlines, quickly grasping what was needed and skillfully communicating that understanding to everyone involved.

Keith Thurston, deputy associate administrator of the General Services Administration’s Office of Governmentwide Policy, said Salona is a quiet man who might otherwise go unnoticed in a roomful of people, but he brought such authority to what he had to say that people listened.

“He was absolutely the centerpiece of the whole development effort,” Thurston said. “Without him, most of this would not have been possible.”
