Brubaker returns to Defense Department in new role

Paul Brubaker, a veteran of Capitol Hill and a former Defense Department deputy CIO, will be returning to Defense on Jan. 14 in a new role as director of planning and performance management. Informed sources tell FCW he will join the staff of Deputy Chief Management Officer Elizabeth McGrath, who champions the department's efforts to better synchronize, integrate and optimize DOD business operations.

DOD's Directorate of Planning and Performance Management "is responsible for the strategic planning of DOD's business operations, as well as conducting enterprise-wide performance management activities," according to the DCMO site -- a portfolio that includes the Quadrennial Defense Review.

Brubaker has held a number of leadership positions in both government and the private sector. A former GAO evaluator, he has served as an investigator, deputy staff director and minority staff director of the Senate Subcommittee on Oversight of Government Management where he was a leader of the effort resulting in passage of the Clinger-Cohen Act for then-Sen. William S. Cohen (R-Maine). Brubaker is a two-time presidential appointee, serving first as deputy CIO of the Defense Department under President Bill Clinton, and then as the Transportation Depatment's Research and Innovative Technology Administrator (RITA) under President George W. Bush.

In the private sector, Brubaker has served as CEO, CMO and at the executive level of several successful technology-services companies, including Commerce One and Cisco, where he led the North American Public Sector's Internet Business Solutions Group. He has served as chairman of Virginia's Center for Innovative Technology, and is a two-time winner of FCW's Fed 100 award.
