Agencies must identify IT "skill gaps"

Federal officials face an Aug. 30 deadline for telling the Office of Management and Budget how they plan to handle any information technology “skill gaps” in three areas that OMB deems critical for efficient government operations: project management, architecture and security.
In April, OMB gave agencies a template to report on the number of civil service positions they have filled and unfilled and the new positions they need in fiscal 2005 and 2006 to have enough IT project managers, IT architects and IT security specialists.
“Once gaps are identified, options to mitigate the gaps using strategies such as recruitment, training, developmental assignments and contracting need to be explored and integrated as part of the agency’s overall Human Capital Plan,” said Clay Johnson, deputy director for management at OMB, in an April memo to the President’s Management Council about skill gaps.
