With the often confusing to-and-fro about the needs and priorities for the federal approach to cybersecurity, the fact that the government does have security, and a certain clarity about how to improve it, can be laid at Matt Coose’s feet.

Undeterred by the uncertainties produced by the debate, he led a multiagency effort to assess governmentwide needs, conducting interviews with every agency CIO, and then managed collaboration among government leaders to come up with practical cybersecurity policy and technical solutions.

With input from thought leaders across government, he led the development of a federal baseline cybersecurity road map that established the groundwork for future improvements, and along the way changed the way that government leaders think about outcome-based, metrics-driven cybersecurity.
