The work: Creating DISA’s joint enterprise e-mail offering from initial operational capability in February 2011 to supporting more than 300,000 users by the end of the year.

The impact: Hale’s work on the joint e-mail system has helped lead the Defense Department toward an enterprise model for fully integrated identity management.

The nuts and bolts: When performance issues were revealed after the first 40,000 users had migrated to the new system, Hale led a top-to-bottom systems engineering review and quickly implemented more than 75 changes that dramatically improved performance. He helped establish DOD’s first true joint enterprise service, which will eventually include capabilities far beyond e-mail.
