GSA seeks smart card-as-a-service

The General Services Administration is looking for a solution that provides HSPD-12-compliant, governmentwide, contractor-managed services for the USAccess Program.

WHAT: A General Services Administration request for proposals for core services under Homeland Security Presidential Directive 12.

WHY: GSA is seeking HSPD-12-compliant, governmentwide, contractor-managed services for the USAccess Program, which provides badging solutions for civilian agencies. Services include applicant sponsorship, enrollment, biometric submission (for background investigation purposes), credential issuance, maintenance (rekeying certificates) and management of biographical and agency-specific sponsorship records.

The RFP highlights a major change in the services delivery model as GSA shifts toward an as-a-service framework, with hardware becoming part of the service. Previous task orders have required contractors to provide equipment for fixed credentialing sites only and customer agents had to buy solutions kits from IT Schedule 70. The new RFP requires the contractor to provide and maintain all equipment.

Furthermore, the contractor should be able to provide uninterrupted services with minimal disruption to USAccess customer agencies and maintain the current 575,000 issued and active personal identity verification cards and credentials during and after the transition process.

The RFP also requires a technology refresh of credentialing equipment at designated points, including the transition period.
