Since the issuance of Homeland Security Presidential Directive (HSPD-12), federal agencies have spent significant resources to issue and begin using Personal Identity Verification (PIV) credentials for both network and facility access. But secure access to applications remains a gap. Most of the time, users who perform network logon using a smart card continue to access sensitive mission, financial and other applications using a password.
The FY15 FISMA Metrics call for measurement of PIV compliance for access to applications. In the past, system owners had to remediate applications to directly accept PIV or CAC credentials, a costly endeavor. But today's technology allows us to build a secure "chain of trust" from a user's smart card network login - to Single Sign-on (SSO) for all integrated applications.
