Col. Otis Ferguson took over as chief of the Army Space Command Colorado Springs Col. Ferguson who previously served as deputy commander for the Space Command's Theater Missile Defense Element succeeded Col. Bill MacArthur who retired.

Col. Teddy Bitner replaced Ferguson as commander of the Theater Missile Defense Element. His last assignment was Chief of the Contingency Initiatives Branch for Allied Forces Europe/chief of plans at Implementation Force Headquarters.

Susan Marshall the procurement specialist for the House Government Management Information and Technology subcommittee plans to leave the House this month to accept an analyst position at Federal Sources Inc. McLean Va.

Marshall will specialize in the "Year 2000 Problem " which stems from two-digit-year date fields in legacy systems that could cause calculation and sorting errors when the systems encounter the year 2000. In her latest subcommittee assignment Marshall followed agency plans to reprogram computer systems to correctly recognize the year 2000.

Twenty-nine federal information technology managers graduated this fall from the General Services Administration's "1 000 by the Year 2000" information resources management education program. The program trains federal government employees in areas such as communications performance measurement and strategic planning.
