Carl McCullough has been tapped by the Federal Aviation Administration to be director of the Office of Communications, Navigation and Surveillance Systems. McCullough was previously deputy director of the Air Traffic Systems Development organization. In his new job he will be responsible for overseeing the development and acquisition of new National Airspace System programs such as Global Positioning System enhancements, Aeronautical Data Link systems and enhanced terminal voice systems. Greg Burke, deputy director of the Office of System Architecture and Investment Analysis, will take McCullough's position and share responsibility for the implementation of new air traffic control products and systems.

Marcia Warren was named the first senior policy advisor on American Indian affairs at the Commerce Department. She will advise the Commerce secretary on all issues relating to American Indian self-sufficiency, business development, electronic commerce, tourism and international trade promotion.

Bill Goodson was named director of the public-sector group at Commerce One Inc. Previously, Goodson was the North American sales director for Sybase Inc., specializing in federal and defense accounts including the Air Force and several intelligence agencies.

Kara LaPierre has been appointed coordinator of electronic government initiatives for the National Information Consortium Inc. She previously was the director of operations at the National Electronic Commerce Coordinating Council.

General Richard Hearney has been elected president and chief executive officer of Business Executives for National Security, which is a national nonpartisan organization of business leaders. Hearney was assistant commandant of the Marine Corps until he retired in 1996. Prior to joining BENS he was a vice president at Boeing Corp.
