Eight federal organizations will be honored during the 13th Annual President's Quality Awards Program in Washington, D.C., on July 13.

Receiving a Merit Award is the Federal Aviation Administrations's Logistics Center in Oklahoma City, the primary provider of components for the nation's air traffic control system. The center's 600 employees form a highly skilled work force, and the center is a National Partnership for Reinventing Government lab that uses private-sector practices that it shares with other federal organizations.

James Hill was named division manager of the newly formed transportation systems division of Oasis Systems Inc., Burlington, Mass.

One of Hill's areas of emphasis will be air transportation. His goal is to work with the Volpe National Transportation Systems Center and the Federal Aviation Administration to find innovative solutions to the challenges that face the National Airspace System, according to a June 27 statement from the company.

Behnam Bavarian has been appointed vice president of engineering at Printrak International Inc., the company announced last week. Bavarian will be responsible for product research, development and solutions engineering at Printrak, which provides networked applications for management of government records. The company's systems serve national, state and local agencies in 36 countries.

Oracle Corp. president and chief operating officer Ray Lane resigned late last month, but he will retain his position on the company's board of directors. Oracle chief executive officer Larry Ellison will assume the responsibilities of president in the short term, an Oracle spokeswoman said.
