Roster Change

Bert Concklin is leaving his job as head of the Internal Revenue Service's Business Systems Modernization Office, the tax agency said last week. He was appointed in June 2000 and has been credited with moving the program from an idea on a drawing board to completion of its enterprise architecture.

Concklin, who plans to leave in September, has not announced his plans. For the next three months, he will work with John Reece, the new IRS deputy commissioner for modernization and chief information officer. The IRS said Reece will take on the job as temporary head of BSMO until a replacement for Concklin is hired.

Charles (Chuck) Lacijan recently was named staff director of the IRS Oversight Board. Lacijan served as a senior policy adviser for the National Commission on Restructuring the Internal Revenue Service, co-chaired by Rep. Rob Portman (R-Ohio) and Sen. Bob Kerrey (D-Neb.), in 1996 and 1997.

Prior to joining the IRS Oversight Board, Lacijan was a senior technical adviser for The Implementation Group Inc., a Van Scoyoc Associates Inc. company. He joined the firm after a 30-year career specializing in information technology, business operations and tax technology issues for Congress and executive agencies.

Doris Hamburg, who headed preventative conservation at the Library of Congress for six years and was chairman of preservation and security planning for three, will oversee preservation, conservation and reproduction programs at the National Archives and Records Administration.

As director of preservation programs, Hamburg will assess emerging technologies for use in preservation and create preservation standards and policies for archival media including magnetic tape, film and more traditional media such as paper.

Several Army generals essential to the service's information technology efforts are moving up the ranks into new IT-related positions.

Maj. Gen. Steven Boutelle, the program executive officer for command, control and communication systems, Fort Monmouth, N.J., will become the director of programs and architecture in the Army CIO's office.

Boutelle will replace Brig. Gen. James Hylton, who will take over Signal Command, replacing Maj. Gen. William Russ. Russ is destined to replace Maj. Gen. Robert Nabors as head of Communications-Electronics Command at Fort Monmouth. Nabors is scheduled to retire this summer.

Brig. Gen. Michael Mazzucchi, deputy for systems acquisition at Fort Monmouth, will replace Boutelle.

Brig. Gen. Gregory Premo, deputy director of operations at the Defense Information Systems Agency, Arlington, Va., will become the deputy chief of staff for information management at Training and Doctrine Command, Fort Monroe, Va.

Charles Abell was sworn in as the assistant secretary of Defense for force management policy May 8 at the Pentagon. Abell is responsible for the policies, plans and programs for military and civilian personnel management, including recruitment, education, career development, equal opportunity, compensation, recognition, discipline and separation of all Defense Department personnel.

Abell previously served as a professional staff member of the Senate Armed Services Committee. He also served as an active duty Army officer, retiring after 26 years and achieving the rank of lieutenant colonel.

Sam Maccherola was named vice president of public sector sales at Tumbleweed Communications Corp., the company announced last week. Prior to joining Tumbleweed, Maccherola was head of Entrust Technologies' U.S. Federal Markets Division.

Maccherola has more than 17 years of experience in government sales, business development, sales management and strategic program development within the information technology and systems integration industry. Tumbleweed provides mission-critical messaging software.

Randy Brooks was appointed vice president of Government Systems at Ezenia! Inc., the company announced last week. Brooks joins Ezenia! from General Dynamics Corp., where he was responsible for the InfoWorkSpace business and related operations. Ezenia! is a provider of real-time collaboration solutions for corporate networks and e-businesses.
