IBM to lead DOD financial plan
DOD picks IBM to lead the creation of a blueprint for fixing the department's troubled financial systems
The Defense Department on April 9 picked a team led by IBM Corp. to create a blueprint for fixing the department's long-troubled financial systems.
The financial management enterprise architecture is intended to start DOD on the road to clean financial statements, a goal the department has never managed in the past and a problem that has been the focus on many General Accounting Office and DOD inspector general reviews.
The enterprise architecture will guide the department's investments in information technology for business management, including logistics, health care, accounting, finance and personnel.
The DOD Financial Management Modernization Program Office will oversee the blanket purchase agreement, which was awarded through the Defense Finance and Accounting Service. The contract has an estimated value of $50 million to $100 million and is backed by the $100 million appropriated for this purpose for fiscal 2002.
IBM's team includes American Management Systems Inc., KPMG LLP, DynCorp, Science Applications International Corp. and Accenture.
The enterprise architecture, and the transition plan that will get the department to that goal, is to be completed by March 2003.
