Roster change

The White House last week announced its intention to nominate Mark Everson as deputy director for management at the Office of Management and Budget, a position that has been vacant since the end of the Clinton administration. The post oversees OMB's financial, procurement and information technology policy offices.

Everson currently serves as controller at OMB, where he oversees the administration's policies for and deployment of financial management systems. He also served as acting chairman of the President's Management Council.

Barry West will begin work May 6 as the next National Weather Service chief information officer. He will replace Carl Staton, who will become CIO of the National Oceanic and Atmospheric Administration.

West comes to NWS from the General Services Administration, where he has served the past two years as a computer specialist and deputy director in the Office of Electronic Government under the Office of Governmentwide Policy.

He previously held information technology positions in the Commerce Department with the National Technical Information Service and Census Bureau.

West's weather credentials include being a weather observer with the Air Force from 1984 to 1988, where he provided direct weather support for Air Force One.

Thomas Thoma, director for acquisition, logistics and facilities at the Defense Information Systems Agency, has announced that he is joining research and consulting firm Acquisition Solutions Inc. as a principal this month.

"I saw what he did implementing the Balanced Scorecard and holding people accountable for results," said Bob Welch, a partner in Acquisition Solutions, which was established in 1996 to assist federal agencies in using acquisition strategies and innovations to help perform their missions.

At DISA, Thoma has provided leadership and guidance for the acquisition of IT solutions and management of real estate, facilities and warehouse services. He is responsible for developing acquisition strategies and policies and contract and financial operations at DISA headquarters and six field offices — a $3 billion per year industry.

Thoma was a Federal 100 honoree in 2002.

Also joining Acquisition Solutions this month is Lisa Jandovitz, deputy director of the Office of Acquisition Management in the Commerce Department's Office of the Secretary.

Jandovitz will serve as director of training, responsible for the firm's internal and external training operations.

Timothy Keeney was sworn in recently as deputy assistant secretary of Commerce for oceans and atmosphere. Kenney will be a key member of the NOAA management team, working on environmental policy, strategic planning and program analysis.

Keeney, a captain in the Naval Reserve, has served in many public and private positions throughout his career. Most recently, he was director of environmental services for Northeast Utilities Service Co., Hartford, Conn., beginning in February 1998.

He also has held several environmental management and regulatory positions, including NOAA general counsel and director of Ocean and Coastal Resource Management at NOAA's National Ocean Service.
