DOD fiscal 2003 specifics

Provisions of the House version of the Defense authorization bill, passed May 9:

* Army's Future Combat System: Recommends $714 million for FCS research and development and $122 million for Defense Advanced Research Projects Agency FCS spending.

* Approves the Navy's request for permission to extend the Navy Marine Corps Intranet contract by two years.

* Requires the Defense Department to report to Congress by Feb. 1, 2003, on efforts to develop anti-cyberterrorism technology and whether such efforts should be increased.

* Requires DOD to report to Congress by Dec. 31, 2002, on the department's responsibilities, mission and plans for military support of homeland security.

* Requires DOD to report to Congress by Jan. 1, 2003, on the use of unmanned aerial vehicle systems.

* Requires DOD to improve management of the government purchase card program by "proscribing regulations" governing use and control of the DOD-issued credit cards.

* Requires DOD to submit a report on the development of DOD's troubled financial and non-financial management systems by March 1, 2003.

* Requires DOD to develop rapid acquisition and deployment procedures for items urgently needed to react to an enemy threat.

* Creates a technology transition initiative to "facilitate the rapid transition of new technologies from DOD science and technology programs into acquisition and production."

* Requires DOD to implement the Committee on National Security Systems policy that limits commercial information assurance product buys to "those products that have been evaluated and validated in accordance with appropriate criteria, schemes, or programs."

* Instructs DOD to contract with an "independent, nonprofit, technology-oriented entity" that has the demonstrated ability to facilitate the transfer of defense technologies to aid federal, state and local first responders.

* Requires paper DOD reports to also be submitted electronically.
