Army Civil Affairs and Psychological Operations Command picks Ciber for network outsourcing

The Army Civil Affairs and Psychological Operations Command (USACAPOC) recently outsourced management of wide- and local-area networks at several of its continental U.S. locations to Ciber Inc.

In addition to WAN and LAN support, Ciber is providing many other information technology services including network security, help-desk operations and server administration.

The command, headquartered in Fort Bragg, N.C., is one of three major commands that make up the Army Special Operations Command. The Civil Affairs units assist tactical commanders in their responsibilities toward the civilian population, prevent civilian interference with tactical operations, provide liaison with civilian governmental agencies, and help restore friendly nations' legal or economic systems. The Psychological Operations units support national security objectives during peacetime, contingencies and war.

Having Ciber assume responsibility for maintaining the command's network enables the command's soldiers to focus on fulfilling their core missions, said Ron Smith, vice president and area director for the company's federal outsourcing division.

Ciber's outsourcing specialists "ensure the smooth flow of information" to the company's government clients, "including those in high-profile, high-risk situations" like the USACAPOC, Smith said.

The five-year, multimillion-dollar contract was awarded in September 2002, and Ciber started providing service Oct. 1, 2002, according to the Greenwood Village, Colo.-based company. Ciber would not disclose how many of its employees are managing the Army command's networks.
