OPM issued a proposed rule governing the Information Technology Exchange program.
The Office of Personnel Management issued a proposed rule this month outlining how the Information Technology Exchange program might work. Officials will consider comments until March 15. Some of the guidelines:
Only candidates considered exceptional performers in the field of IT management are qualified to participate.
Federal employees must be serving at the GS-11 level or higher.
Workers will retain their government benefits and permanent positions while working in the private sector.
At least 20 percent of assignments must go to small businesses.
Agency officials must submit semiannual reports to OPM in April and October, and OPM officials must submit semiannual reports to Congress.
