Harvey: CIO to Army Secretary
Francis Harvey was formally nominated as secretary of the Army and withdrawn as nominee for DOD chief information officer.
Bush administration officials nominated Francis Harvey today for secretary of the Army and withdrew his nomination for Defense Department chief information officer.
They submitted Harvey's name to the Senate in November for the assistant secretary of Defense for networks and information integration and CIO position, but his nomination never made it to vote on the Senate floor. Sen. John McCain (R-Ariz.) put a hold on Harvey's and nine other DOD nominations last year to pressure the department to release documents related to the Air Force/Boeing Co. aircraft tanker deal.
A Pentagon official said in July that staff in the CIO office heard rumors that Harvey could take over for Thomas White, former Army secretary, instead of for John Stenbit, former DOD CIO. White left his position in March 2003 amid disagreements with DOD Secretary Donald Rumsfeld about his support for the cancelled RAH-66 Comanche helicopter program. Stenbit retired in March from his DOD CIO post.
Harvey is vice chairman of Duratek Inc. and is known more for his business aptitude than his information technology know-how. He has ties to the Carlyle Group LLC, a powerful Washington, D.C., investment firm.
Bush administration officials have not nominated anyone for the DOD CIO position.
