New e-gov manager named

Stacie Higgins is the new government-to-government portfolio manager within the Office of Management and Budget's office of e-government and informational technology. Higgins, a former budget analyst in the office of chief information officer at the Energy Department, transferred to OMB earlier this week.

Higgins will also oversee the Grants line of business. She helped launch that initiative as part of a nine-month assignment at OMB during 2003 and 2004.

Kamela White, the acting portfolio manager, will return full-time to her policy analyst position within the information policy and technology branch of OMB's office of information and regulatory affairs.

The government-to-government portfolio is one of four OMB-delineated customer segments for the 24 e-government initiatives launched in 2002. Projects Higgins will supervise are Disaster Management, e-Clearance, e-Vital, Geospatial One-Stop, Grants.gov and Safecom. The other e-government portfolios are government-to-citizen, government-to-business, internal efficiency and effectiveness.

Higgins' appointment ensures that all four portfolio management positions are filled, although Tim Young, the internal efficiency and effectiveness manager, does double duty as the associate administrator of e-government and information technology.

Higgins holds a Master's degree in business administration from West Virginia University where she also graduated with a Bachelor of Arts in Economics and a minor in Spanish.
