Letter: Local responders need access to online database

Local organizations are the ones in charge of dealing with emergencies, so they should have access to FEMA's planned National Emergency Management Information System.

In response to "Emergency responders to have online info source," as I understand it, all disasters are local, which means the local organizations always stay in charge. The Federal Emergency Management Agency and state governments generally come in to "support" the locals with resources and expertise. If locals cannot have access to this system, how are those in charge (i.e., the locals) going to know what is going on?
