Letter: Who should oversee DHS' exit system?

A separate federal authority that reports to the department should take on the task, not organizations related to customs and immigration.

I read “Biometrics enter DHS exit system” and felt obligated to add some information I think needs addressing. To get the exit system into place, a decision must be made as to who will be the enforcer to drive it forward. Should it be under the direction of Customs and Border Protection, Immigration and Customs Enforcement, immigration services or similar agencies? Not to my way of thinking. Those agencies already have a full plate. And please do not assign the task to a contractor who will subcontract it. Forget about the airlines as a capable means of getting full compliance because of the ups and downs of the industry. The same for the Transportation Security Administration.

I suggest it needs to be a separate federal authority that reports directly to the Homeland Security Department and will have the power to enforce the rules established by that authority. When violators overstay their visas and have not complied with the original instructions received at entry, the appropriate authority should take action to ensure their apprehension and start the removal process. Congress needs to take action to get the exit program on the front burner and show the world that it is ready to accept responsibility for establishing a system to prevent visa violators from hiding in our cities waiting for opportune times to create terrorism activities. We have the means to prevent their ugliness from stealing more innocent lives as it did Sept. 11, 2001. Let's create jobs for the ones returning from the war zones when they come home by placing them in the positions as agents of the U.S. Visitor and Immigrant Status Indicator exit program. needs our utmost attention on this important task. You senators and representatives, take your jobs seriously -- start kicking and gouging until you get the needed response to get the attention from everyone who can make it happen. We expect it from you!
