Letter: Core competency reconsidered

Information technology management must be treated as an essential function at the Defense Department and other agencies.

Regarding "Kelman: Too many contractors?" -- Anyone who truly believes that information technology is not a core competency in government, especially in the Defense Department, has blinders on. The government can no longer operate without its software systems. There are no longer sufficient government employees to get the job done manually, and the tools used to do the job manually in the past no longer exist, in most cases. If that doesn't suggest a core competency, I don't know what does.
