State IT Consortium gets VP, general manager

David Popovich replaces Robert Glasser, who retired last week after joining the Systems and Software Consortium in 1990.

David Popovich has been appointed vice president and general manager of the State Information Technology Consortium (SITC), an affiliate of the Systems and Software Consortium, said Jim Kane, the larger consortium’s president and chief executive officer. 


Popovich was most recently SITC’s director of business development.


Before joining SITC, Popovich was vice president of technology services at Maximus and had held senior positions at Lockheed Martin and human service agencies in Wisconsin and Florida. Popovich has more than 30 years of human services and health care experience. 


Popovich replaces Robert Glasser, SSCI vice president and general counsel and president of SITC, who retired last week. Glasser, who joined SSCI in 1990, came up with the idea of creating SITC. 


Glasser will continue to provide legal counsel to SSCI and work as a consultant to SITC.
