Letter: Flush the brain drain

A reader says the government should view the so-called brain drain as an opportunity to replace an archaic personnel system.

Regarding “Report: Agencies must head off brain drain”: This so-called brain drain should be viewed as an opportunity, not as a problem.

Let 'er rip.
