Letter: Question on overcoming organizational rivalries

A reader states ideas for the next administration about how intelligence communities of practice could be of help.

Regarding "Spy agencies prepare for administration change": The intelligence communities of practice exchanging views and data would obviously help overcome stove-pipe phenomena associated with organizational rivalries.

I have two reservations:
1. Obviously the security of the Internet-based systems.
2. Did rearranging the organization charts by adding the [Office of the Director of National Intelligence]  level actually add value or is it mainly cosmetic?

It will be interesting to see what happens in the next administration.
