A reader writes to say the acquisition process should restarted from scratch.

Let
me get this straight. We have a federal acquisition regulation that is
thousands of pages long and can be weighed in pounds? There is a
defense federal acquisition regulation to shadow and qualify it. We
have a vast acquisition corps with thousands of professional overseers.
We have a cadre of inspectors general. And we still don't have enough
oversight?
What more evidence of a completely broken acquisition
line of business do we need? Let's start from square one. Identify the
objectives of the law and build only the regulations and oversight we
need. Focus on effectiveness, not quantity. Consider vendors as
stakeholders in the process.
