Letter: Government usually fails big R&D projects
A reader suggests how the government can succeed at research and development.
Regarding "DHS center to focus on security studies, tech concepts"
The government, in most cases, fail when it takes on research and development projects that are enormous!
Suggest it starts small, document lessons learned, then grow the project gradually. This will ensure more success and less waste of taxpayer dollars.
