Data requirement may be over for agencies
An OMB pilot program that required agencies to submit subcontracting data expired in December, even as regulators consider additions to it.
Agencies may technically no longer be required submit their subcontracting data to the Office of Management and Budget.
OMB’s pilot program to test how the government collects subcontracting data is expired. Dec. 31, 2008, was the pilot program’s last day under the Federal Acquisition Regulation (FAR) and the Federal Funding Accountability and Transparency Act.
The FAR required agencies to report to OMB their subcontract awards worth more than $500 million.
The intent of the pilot program was to determine the most efficient and least burdensome ways to collect the subcontract data.
The expiration date may cause a problem for acquisition regulators because they are working on new rules regarding the pilot program. The proposed changes to the FAR would consider how task and delivery orders apply to the pilot program that the legislation required. Regulators opened the case in December, and an initial report is due in February.
