Paul led the government’s efforts to encourage agencies to participate in one of the Obama administration’s flagship initiatives, Data.gov, and he helped identify and resolve potential issues ahead of time.

Paul also contributed to several other high-priority projects that are crucial to improving government transparency. He helped create Recovery.gov to track agencies' spending under the American Recovery and Reinvestment Act and promoted ways to enhance information sharing through the National Information Exchange Model.

“Kshemendra Paul not only led the transformation of the federal government’s enterprise architecture program but he was also instrumental in the successful completion of several key initiatives of the first year of the [Obama] administration,” said Michael Howell, OMB’s deputy administrator of e-government and information technology.
