Kutter was the lead developer of Lightweight Portable Security (LPS), a CD that provides a way to securely access government networks from almost any Intel-based computer. He also created LPS-Remote Access, which temporarily turns a private or public PC into a government computer, allowing a full remote connection to Defense Department networks.

The Air Force accredited LPS-Remote Access for continuity-of-operations use. In an emergency, warfighters could simply carry a Common Access Card reader and an LPS-Remote Access CD to log in to their work desktop PC from a computer anywhere in the world.

“Like many innovations from [Air Force Research Laboratory] researchers, Rich Kutter’s LPS is a fundamental, simple tool with ever-broadening applicability,” said Kevin Sweere, professional staff member at the Riverside Research Institute.
