The impact: The Office of Management and Budget has urged agencies to use Baldwin’s model to quantify the impact of consolidations and closures.

The nuts and bolts: Baldwin designed a methodology for collecting and analyzing data center information that concentrates on results, not just a reduction in numbers. His team developed a model that allows agencies to measure the impact of consolidation scenarios on real estate, energy consumption and staffing. It also lets agencies compare their data center management profiles against industry best practices.
