Modernization Act about more than metrics

Among the six recommendations for implementing the Modernization Act include building a culture that encourages learning, integrating program evaluation into the performance management system and balancing top-down targets with bottom-up innovations.
Verbatim: "The Modernization Act improves the ways in which data are shared within government and with the public. But performance data are just numbers, and improving performance also means finding a way to disseminate lessons learned about how to change those numbers."
